The Buddhist Complex of Thotlakonda is sited on a hill near Bheemunipatnam, Andhra Pradesh, India, about 15 kilometres (9.3 miles) from Visakhapatnam. The hill, which is about 128 metres (420 feet) above sea level and overlooks the sea, is about 128 metres (420 feet) above sea level. The presence of a number of rock-cut cisterns hewn into the bedrock of the hillock gave it the Telugu name Thotlakonda.
Thotlakonda was discovered during an Indian Navy aerial survey for the purpose of establishing a naval base. From 1988 to 1993, the Andhra Pradesh State Archaeology Department conducted major excavations after its discovery. Excavations revealed the presence of a Hinayana Buddhist complex dating back to the year 2000. A tank to the south of the complex served as a water source for the monastery’s residents.

Due to brisk Roman trade and religious missions sent abroad, Thotlakonda’s peak activity occurred between the 2nd century BCE and the 2nd century CE. Thotlakonda emerged from the ashes of nearby Visakhapatnam sites such as Bavikonda and Pavurallakonda. The tall stupas may have served as guiding landmarks for nautical commuters, with their light lime plaster during the day and rows of wick lamps at night. This monastery does not appear to have had any royal patronage. Traders and local believers, on the other hand, appear to have backed the complex. Thotlakonda may have held more than 100 bhikkhus in its early days.
